Simple cms with TGP frontend

Simple CMS: I need a Simple Content Management Script that will generate static html files as content pages, containing either videos or pictures. The generated pages will be template driven. A simple form that submits these variables and creates a html page would be sufficient.I would like to add the object code myself for any video content. Categorized TGP: Along with that I need a Categorized Thumbnail Gallery Post script for the frontend and content pages. The TGP would need to show up underneath the content on all static pages also. This can come in the form of a php call or iframe though. I want any content I submit added to the TGP also. Refferal Script: Then I need a Refferal Script made that will calculate all incoming and outgoing referrals and create a ratio sorted list. The ratio will determine how many links a webmaster can submit per day to the TGP. There also needs to be a system in place for webmasters to submit there links into the TGP. A simple script that lets them register and bases there eligiblity to submit on there sites ratio. This ratio amount needs to be easily changable by me also. (Example: A webmaster from [login to view URL] registers and submits a link, it checks to see if the domain he is submitting is in the system and has a good ratio, if say he has sent atleast 90% of what he has received from me he gets one link per day, if he has sent over 150% then he gets 2 links per day) The key here is I want this to all work together and as seemless as possible. I have design experience so I'm not looking for time spent on design, only coding. I can make it look nice after the fact.
