Simple website for database

The reason for reposting is that I've been instructed to change the scope of the database and to include milestones. This Freelancer project is to firstly create a series of webpages to access the tables of a Postgres database. The first task (milestone) will be to create an executable to create the database and seed it with a small amount of data - enough to log onto the database as an administrator. An administrator should then be able to log on and create other users who can then in turn log on and change their passwords etc. An executable file to remove the database and CodeIgniter project is also required at this milestone. As part of this login process a user will need to be emailed and be able to change their password. The second task will be to create a dual layer of page links to each of the database tables. The home page will have links to other pages which link to the tables. Each table will have its own page for an administrative user and the administrator will be able to view all fields. A non-administrator will not see the same amount of data on the page. Each level of permission will see more or less data. The project will use only Open Source technology and will not include Java nor Joomla nor Drupal. The site will be built with PHP5, CodeIgniter 2, Apache2 and external CSS. The site is required to be compatible to Ubuntu 12.04 as of June 30th 2012. At this stage, all pages required are not required to be very fancy. I would like to pages to work properly rather than be fancy. This doesn't mean the pages will be a bunch of text either! Your coding will adhere to any commonly accepted standards as good practice. Provision to place a background image on each page should is required. All issues relating to config file changes in Ubuntu and installation gotchas need to be documented. The project should run on Ubuntu 12.04 LTS and use technologies available in the common repositories. This project should acknowledge the use of code from others to me and we then need to sort it out. Preferably, there would be no code from others. This site needs to be legal in all respects. Pages need to be viewed and used on ipads. The pages will be of a lower size than an original ipad and centred to the screen by enlarge. The site will only be used in a secure manner with https. I'll generate a certificate on the same Ubuntu box for the purposes of testing. At a later date I will require some information in the database to be encrypted for privacy reasons. In particular, any fields that hold personal information. At a later date, I would like the site to be obfuscated. This requirement could be incorporated from the start for an extra payment. The code itself will be heavily documented from the start. The database structure as you receive it will not necessarily be final. You can suggest changes if you know how to do things in a more efficient or secure manner. I am in the position to offer a number of further projects if this one can be finished in a competent manner. Please do not bid on the project if you have only a vague understanding of the technologies or if you have little experience as I do require the project to be finished in a timely manner.
