Coding changes to existing PHP/MySQL database

I have an existing medical records database created in PHP/Mysql. There are five levels of geographical information associated with each client record (clinic, LLG, district, Province, Office) There are five reports that can be broken down by that geographic information. At the moment you need to manually choose each level when recording a piece of client data (i.e. select a clinic, select a district etc) If you select only one piece of geographic informations - the reports display data only against that parameter. I would like it changed so that recording against the smallest unit (clinic) automatically propagates the information to all other levels. So you would need to: 1. Add a way to associate the different levels of data (and set the relationships) This is partly existent. 2. Add a way so the data can propagate (and reports will reflect information at all levels) I understand that it 's hard to judge until you have seen the code so the winning bidder will be offered a flat $50 for their time for assessment.
