PHP BASED SIMPLE SEARCH WORK

Project requires extracting large text file into database, then implement a program can search and filter through the database, desired programming language is PHP, I HOPE THE SOFTWARE PLATFORM CAN BE ESTABLISHED ON PHP, IT NEEDS TO BE local server, AND test case. the GUI will be programmed by php language, it can access the database with information extracted from the wikileak file, the GUI let end users to filter, search, find relevant articles. for example, if two article in database have same keyword, they will have the same tag, tags are keywords of the articles in database I want the GUI to be designed on a php based platform, don't have to be really good looking, as long as the search, filter function is clear, that will do.
