classified program in PHP / MYSQL

I need a classified program done in PHP. there are the pages. 1. index - the main page showing the ads 2. show post - page showing the ad, with date of post, delete (which only admin can see), # of views, report abuse 3. post ad page - page for users to submit the ad. plus ability to upload photos 4. location - shows all the city in our database 5. search page. search a single single, category, or all category and all city 6. plus the admin page - various settings 7. admin - manage category 8. admin- show all ads - just shows all the ads in our database 9. admin - reported post, the report abuse page 10. admin - add city very simple project. no user registration required. users post ads, then ad is sent to user's email, where users click on a link to post their ad. payment via GAF escrow only. Must have a test server for me to see progress.
