Website Template Modification - Design

This is a simple project [login to view URL], the premiere FREE VPN Service provider is looking for a web designer who can take the following hosting template: [login to view URL] and modify it for a new website we are creating. Must be proficient in graphic design, html, css. PHP knowledge is a plus but not required. All that will be required for this project is to modify the template for our new website and maybe add or remove a few graphics and/or details. Please bid accordingly as this will not take very long.
