Arcade, Video and Proxy site

I need a arcade, video and proxy site. I want this to be an all in one site where the user can play games, watch videos and surf via a proxy. I can get the video game script and a proxy script if needed. I need a good programmer / web designer who can install the scripts and create a good looking web site that offers an easy to use navigation for the user to select if they desire to play games, watch tv or videos or surf via a proxy. Please let me know if your bid includes the necessary scripts or just the install and web design
