Quiz site

Quiz site I want someone to develop for me a quiz site using Smarty platform. (if you have other Template Engine in mind please tell me why it's better then Smarty and I'll reconsider my decision) The script must have: admin panel, where I can add/delete quizzes, and a user interface with registration form and email confirmation, where the users can take the quiz. Please bid only if you have Smarty sites in your portfolio. Because it's a big project, I'll give more details to the right person.
