TV Airtime sales & channel leasing commissions

I need some help with selling television airtime in the form of marketing & advertisements, paid announcements, etc. to private nonprofit or government agencies. Airtime slots are sold in 30 second intervals minimal, by the hour, and basically up to any amount of time desired by client. Entire channels available for leasing also for clients desiring 24 hour control of all content to be broadcasted. Open to any ideas that will generate revenue on a local television channel broadcasting in Southern California, specifically the High Desert communities of Victorville, Hesperia, Apple Valley, Adelanto, Lake Arrowhead, Phelan, and Wrightwood.
