Convert PSD to Wordpress / HTML + onpage SEO - 7 pages

Hello, the brief is pretty simple. I have a webpage with 7 pages that I want to convert for some kind of CMS, I would prefer wordpress. What I also want to be included in the price is that the page will be search engine optimized on page, so I will provide you with 3-5 keywords. This should contain the most basic SEO that can be done. I would prefer Wordpress, but if you have any own suggestions, please let me know. Also - if you can improve the design or functionality included in the price, you should highlight it in your PM, that will increase your chances to be the winner.
