We want our users to validate mobile number by entring code validation in form it can be done on registration , user enter mobile number, and receive a code by SMS, he entred the code to foloww steps on registration. Code for sending SMS throw GSM MODEM is available, and the module have just to call a web service . it is the webservice who do the task of sending SMS.
