If this needs to be realtime, I would recommend the use of SQL Server trigger features instead of a window tray app (unless there is a specific reason for a windows app). Do you have more details regarding the TCP/IP connection which is required ?

We will add a back end job in MSQL server which will compared the modified date and time to get the latest results based on modified date in runtime. or If we have direct access while saving we can collect the data while adding.. will add this to windows startup process for further TCP communication.
