I know what you need to do. I'm sure you've tried a few things to direct users who's location hasn't been detected to a generic landing page and have then still go to a specific states page. There are a couple of reasons for this. I am a Google trained AdWords Strategist, trainer and project manager. I am up to date on the new features of AdWords and what needs to be done to accomplish what you need.
