Development of Quality Freelance Volunteers Website

Hello I would like someone to design a high quality website that links "e-volunteers" with projects that are posted by charity organisations. Volunteers will register for a small fee and it will be free for charities to post their projects. The projects will not require bidding as they will be undertaken by volunteers at no cost. However, there will be proposals posted by the volunteers like on "freelancer.com" and the charities can choose which volunteer they use. Most projects will be posted by the administrator and will also be reviewed by me prior to distribution back to the charity. I would like the website to be of the same quality and presentation as "freelancer.com". I particular like the "freelancer.com" homepage and could imagine something very similar without all the options. It should have a simple, fresh, eye-catching and user friendly feel to the site.
