For the Institute of Law & Economics at the University of St. Gallen we are looking for a solution to convert PDF documents into HTML. We are looking for someone to convert a scientific journal and books, containing approximately 16,000 pages, from PDF to HTML format. The project consists of 20 books and the scientific journal over 20 years. The goal is to make the content searchable, enhance its readability, and store it as HTML in a knowledge database. The PDF contains footnotes that should also appear as superscript in the text in the HTML. The content of the footnotes should appear at the end of the HTML, preferably as a link to the referenced footnote in the text.
